Will Whitfoot
Mayor of Michel Delving during the War of the Ring in the late Third Age. As mayor, Will Whitfoot was also first policeman of the Shirriffs and was in command of the Shire's postal service, the messenger service. Will mainly attended banquets and holiday celebrations, where he ate so much he became very fat, becoming the fattest Hobbit in the Westfarthing of the Shire.
The Town Hole roof collapsed sometime prior to the War of the Ring. Will came out of the ruin smothered in chalk and was thus nicknamed Flourdumpling, because he looked like one.
During the War of the Ring, the Shire was invaded by Ruffians, and Lotho Sackville-Baggins named himself chief. Will went to Bag End to confront Lotho about the invasion, but Lotho had him arrested and imprisoned in the Lockholes.
Frodo Baggins returned from his quest on October 30 of 3019 of the Third Age and he released Will on November 4. Will had lost many pounds since he was imprisoned. Frodo was deputy mayor until Will recovered and took back his title. In year 6 of the Fourth Age, Will Whitfoot retired and Sam Gamgee was named Mayor of Michel Delving.

Names & Meanings
Whit comes from the English word white. Will was nicknamed Flourdumpling because he looked like one when he was covered in chalk.
