Chief Shirriff of the Shire. Robin Smallburrow was from Hobbinton. He became Chief Shirriff in circa 3012 of the Third Age. In addition to policing, Robin also liked sampling ale.
In 3019, Robin was forced to arrest other Hobbits when the Ruffians invaded the Shire during the War of the Ring. He had to imprison many innocent Hobbits in the Lockholes. Robin told Sam Gamgee after his return that Frodo, Sam, Pippin, and Merry were to visit Lotho, the Chief of the Shire during the War of the Ring, at his new home in Bag End. It is likely that Robin fought in the Battle of Bywater. Robin's fate is not known.
